5.1. Methodological overview

The methodology followed in this course is oriented towards achievement of the learning objectives. A wide range of teaching and learning tasks are implemented, such as lectures, student participation, autonomous work, and individual effort.

Students must study, previously to every session, the suggested bibliography.

Some topics might require IT resources. 

5.2. Learning tasks

The course includes the following learning tasks: 

• 1.- Lectures.
• 2.- Autonomous work: resolution of questions, preparation of papers, reading reviews and test preparation.
• 3.- Tutorials.
• 4.- Exams.

Topic 2. Impact evaluation in Education

Topic 3. Efficiency evaluation of schools

Topic 4. Economic evaluation in health care

Topic 5. Influence of economic evaluation results into decision-making

The presentation of papers as well as other activities will be communicated by the teachers throughout the class period. The following schedule illustrates the development of the sessions (two-hour sessions):

• 2^nd Session: Economic evaluation of education policies; the key role of the educational production function
• 3^rd Session: Methodological issues: the key challege of impact evaluation
• 4^th Session: Taxonomy of methods to evaluate the impact of a public policy
• 5 ^th Session: Impact evaluation with observational nonexperimental cross sectional data
• 6^th Session: Case of study: Public versus publicly subsidized private schools. An analysis from the ED in Aragón
• 7^th Sessión: Technical efficiency measurement: parametric versus nonparametric methods
• 8^th Session: Case of study: Efficiency evaluation of secondary schools
• 9^th Session: Theoretical concepts in the economic evaluation of health care. Methods of economic evaluation: cost-minimization analysis, cost-benefit analysis, cost-effectiveness analysis and cost-utility analysis
• 10^th Session: Identifying and measuring resource use
• 11^th Session: Output measurement and valuation in health
• 12^th Session: Discounting in economic evaluation and handing uncertainty in economic analysis
• 13^th Session: Presenting results, decision rules and transferability of economic results into decision-making
• 14^th Session: Critical analysis of an economic evaluation published in a scientific journal
• 15^th Session: Workshop in Health Economics
