5.1. Methodological overview

The methodology followed in this course is oriented towards achievement of the learning objectives. A wide range of teaching and learning tasks are implemented, such as lectures, student participation, autonomous work, and individual effort.

Students must study, previously to every session, the suggested bibliography.

Some topics might require IT resources. 

5.2. Learning tasks

The course includes the following learning tasks: 

  • 1.- Lectures.
  • 2.- Autonomous work: resolution of questions, preparation of papers, reading reviews and test preparation.
  • 3.- Tutorials.
  • 4.- Exams.

5.3. Syllabus

The course will address the following topics:

Topic 1. Introduction to the evaluation of public programs and policies

Topic 2. Impact evaluation in Education

Topic 3. Efficiency evaluation of schools

Topic 4. Economic evaluation in health care

Topic 5. Influence of economic evaluation results into decision-making

5.4. Course planning and calendar

The presentation of papers as well as other activities will be communicated by the teachers throughout the class period. The following schedule illustrates the development of the sessions (two-hour sessions):

  • 1st Session: Introduction to the evaluation of public programs and policies
  • 2nd Session: Economic evaluation of education policies; the key role of the educational production function
  • 3rd Session: Methodological issues: the key challege of impact evaluation
  • 4th Session: Taxonomy of methods to evaluate the impact of a public policy
  • 5 th Session: Impact evaluation with observational nonexperimental cross sectional data
  • 6th Session: Case of study: Public versus publicly subsidized private schools. An analysis from the ED in Aragón
  • 7th Sessión: Technical efficiency measurement: parametric versus nonparametric methods
  • 8th Session: Case of study: Efficiency evaluation of secondary schools
  • 9th Session: Theoretical concepts in the economic evaluation of health care. Methods of economic evaluation: cost-minimization analysis, cost-benefit analysis, cost-effectiveness analysis and cost-utility analysis
  • 10th Session: Identifying and measuring resource use
  • 11th Session: Output measurement and valuation in health
  • 12th Session: Discounting in economic evaluation and handing uncertainty in economic analysis
  • 13th Session: Presenting results, decision rules and transferability of economic results into decision-making
  • 14th Session: Critical analysis of an economic evaluation published in a scientific journal
  • 15th Session: Workshop in Health Economics
